What it means in practice Professional insight

Who: suppliers and importers of protective equipment during the 6 months from 1 September 2020. What to check: for reviews of that period, that the zero rate was used only for specified equipment supplied and delivered, or imported, within the 6 months, and 5% after.

Key provisions

  • Clause 1 Personal protective equipment used for protection from Covid-19, specified with its features and technical specifications by a decision of the Minister of Health and Prevention in coordination with the Ministry of Finance, is treated as Medical Equipment subject to VAT at the zero rate.
  • Clauses 2–3 Their supply is zero-rated if the date of supply and the date of delivery to the recipient (or of placing them at the recipient's disposal) fall within 6 months from the date of the Decision; their import is zero-rated if imported into the State within 6 months from that date.
  • Clause 4 Where the date of import, supply, delivery or placing at the recipient's disposal falls after 6 months from the date of the Decision, the equipment is subject to VAT at 5% in the tax period in which the date of supply occurs.
