Factual summary
The federal Excise Tax law, applied from 1 October 2017. It taxes the production, import, release from a Designated Zone and stockpiling of Excise Goods chosen by Cabinet Decision, and sets registration, Designated Zones and Warehouse Keepers, deductible tax, returns and payment, refunds and tax evasion cases. Since Federal Decree-Law No. 7 of 2025 (1 October 2025) the Cabinet may set the tax as a percentage of the Excise Price (up to 200%) or as a specific amount per unit (up to AED 100). Goods, rates and the price method are in Cabinet decisions — from 1 January 2026 Cabinet Decision No. 197 of 2025, which repealed Cabinet Decision No. 52 of 2019.
